I suspect you're aware that language evolves and words can be smithed. To save you the trouble of looking it up, Collins Canadan Dictionary defines "recipe" as "directions for cooking a dish" or "method for achieving something."
Completely agree. What a shame. This was her moment to really ‘rise’ for a unified Canada and show leadership and clarity.
